Hope Mills to consider moratorium on some businesses while considering overlay district

HOPE MILLS — The Hope Mills Board of Commissioners on Monday will consider placing a temporary moratorium on particular types of businesses while staff members work to establish an overlay zoning district to help guide development in the town. 

Members of the board have expressed concerns regarding businesses that offer similar services flooding the town. The proposed moratorium allows the town to place temporary restrictions on businesses while the staff works on an overlay district proposal. 

Overlay zoning is a regulatory tool that creates a special zoning district over existing zoning. It can include additional or different regulations that apply within the district.

In a memo to the board, Chancer McLaughlin, director of Planning and Economic Development, said the staff is requesting a six-month moratorium while they work to develop an overlay district. 

The uses that staff would like included in the proposed moratorium include:

  • Motor vehicle parts and accessory sales.
  • Motor vehicle repair and/or body work.
  • Motor vehicle rentals.
  • Motor vehicle sales, new and used.
  • Retail establishments that are primarily tied to smoke shops and vape establishments.

The board meets at 7 p.m. at Town Hall.

Two public hearings are scheduled for Monday. One is related to the annexation of 46.22 acres at 3680 Elk Road and the other is a zoning case for nearly 53 acres on the south side of Camden Road.

The developer of the Elk Road property is seeking the annexation for the development of 388 multifamily residential units, a memo from McLaughlin to the board states. The site would be served by PWC water and sewer.

The town staff is recommending approval of the annexation.

The second hearing is for the initial zoning of nearly 53 acres for R7.5 Residential and Planned Local Business or a more restrictive zoning district. The land is on the south side of Camden Road, west of the intersection with Wipperwill Drive.

“The developer is requesting approval of an initial zoning request tied to the recent annexation of 52.94 acres of land located along the south side of Camden Road for the development of a residential subdivision,’’ McLaughlin states in a memo to the board.

The site will be served by PWC water and sewer. The staff also is recommending approval of the request.

Those who wish to speak during the hearings must sign up with the clerk prior to the meeting.

Under the consent agenda, the town is expected to pass without discussion several budget amendments, including one in the amount of $50,000 for increasing fuel expenditures. The fuel amendment covers several departments.

Under old business, the town will consider authorizing the town manager to negotiate and execute a contract with Chavis and Sons Masonry Inc. for concrete paving at the Municipal Park outdoor basketball courts.

The town also will consider accepting the proposal from Burke for the purchase and installation of the Municipal Park inclusive playground for an amount not to exceed $379,935.

The board also will consider accepting the proposal from Carolina Recreation Design for the design, purchase and installation of a restroom at Heritage Park for an amount not to exceed $155,096.
