The Cumberland County Board of Commissioners will meet at 6:45 p.m. on Monday for its regular board meeting. Here’s what’s ahead: 

  • Commissioners will hear a presentation on the Cumberland Community Foundation, a nonprofit charitable foundation that provides endowments and grants to organizations that improve quality of life in Cumberland County. No action will be taken by the board after the presentation. 
  • The board will also consider an amendment to the county’s Emergency Watershed Program (EWP) contract.
  • The contract, which includes a $35,000 increase and an extension of the performance period from July through the end of the year with Carolina Cleaning and Restoration, will cover the costs of cleaning debris from Branson Creek from Barcelona Drive to Morganton Road and additional landfill fees.
  • Staff are requesting the board approve the county manager to create an additional contract amendment with the company for bank stabilization of the Flea Hill area. The contract amount would add an additional $240,339 and would extend the time period through June 30, 2024. 
  • The EWP program seeks to remove hazards to life and property that stem from natural disasters in watersheds, including addressing waterways clogged by debris, unstable streambanks and severe erosion.
  • County staff will seek approval to send out a request for qualifications — a document asking vendors to give their qualifications for a particular project — to begin the search for a contractor to build a new parking deck behind the rear entrance of the Judge E. Maurice Braswell Cumberland County Courthouse and Cumberland County Law Enforcement Center. The proposed deck will replace the surface lot where the new Crown Event Center is set to go and will serve as parking for both government buildings as well as event parking for the center. The estimated project cost is $33 million. 
  • After denying term extensions for the Civic Center Commission at their last regular session, commissioners will nominate four individuals for positions on the commission. 
  • Commissioners will also appoint the following individuals to the Transportation Advisory Board:
    • Tyffany Neal as the Urban Transit Provider Representative
    • Kristina Clifton as the Sheltered Workshop Director or Designee
    • Rawls Howard to be reappointed as the County Planning Department Director or Designee 
    • Ashley Patterson to be reappointed as the County Dept. of Social Services Director or Designee
  • Commissioners will also appoint Robert L. Gowin and Greg Phillips to the Local Emergency Planning Committee.
  • Commissioners are also set to vote on an 18-item consent agenda that includes funding for Fayetteville-Cumberland Parks and Recreation’s improvement projects for 2024, a resolution opposing the EPA’s authorization of Chemours’ GenX Shipment to the Fayetteville Works Plant and further consideration of a zoning ordinance to restrict the locations of tobacco and hemp product stores.
