Harvey “Billy” Ratcliffe, II, passed away on Monday, July 6, 2026, at the age of 53.
Billy was born on November 10, 1972, in Fayetteville, North Carolina, to Harvey Grey Ratcliffe and Anna Sanders Ratcliffe Griffin.

Billy is lovingly survived by his daughter, Kaylee Perrussot-Holoman, and her husband, Robert; and his sister, Anna Heineman, and her husband, Karl. He also leaves behind many extended family members and friends who will cherish the memories they shared with him.

He will be remembered for the impact he made on those who knew him and the love he shared with his family and friends throughout his life.
Billy had a way of bringing joy to those around him and could brighten a room with his infectious laugh, even if he wasn’t always fond of smiling for the camera. The happiest memories of him are not the ones captured in photographs, but the countless moments filled with laughter, love, and the happiness he shared so freely.

Billy’s life touched many, and the love he gave will remain with those who knew him. Though he is no longer with us, Billy’s spirit will live on in the hearts of all who loved him, and his memory will be carried forward in the stories shared for years to come.

Family and friends are invited to gather in Billy’s memory on Friday, July 24, from 6:00 p.m. to 8:00 p.m. at Rogers & Breece Funeral Service on Ramsey Street in Fayetteville, North Carolina. A continued celebration of Billy’s life will be held the following day, Saturday, July 25, at Arnett Park. All who knew and loved Billy are welcome to join as family and friends come together to share memories, honor his life, and celebrate the moments that made him so special.
