Board to consider plans for commercial development, new Starbucks location

The Spring Lake Board of Aldermen is expected to vote Monday on the approval of development plans for a new Starbucks location in Spring Lake and a new commercial development in the Main Street district.

The board will meet at 6 p.m. Monday in the Grady Howard conference room at the Spring Lake Town Hall. Here’s a look at what’s ahead.

New commercial business plans

The Green Tax Services Plaza II is proposed for 104 Rainbow Court within the Main Street Overlay district, which was adopted in 2014 to help attract businesses to the Main Street area. This development would be approved for the demolition and installation of non-residential offices and retail.

The board will also consider approval of a preliminary plat in Skyland Shopping Center for a proposed Starbucks location. The new building would be directly behind the existing Walgreens facing N.C. Hwy 210 North.

“We have worked long and hard with Starbucks, with Walgreens and Skyland Shopping Center. I think Starbucks is pleased with the site,” said George Rose, the site engineer for the project, when he presented the initial plan to the board in August.

Rose said Starbucks, the Seattle-based chain of coffee houses, will have a drive-thru and a dine-in cafe.

Other coffee shops within three blocks include 7Brew Drive Thru, Morning Jump Coffee and Dunkin’.

Alyssa Garcia, a planner with the Cumberland County Planning and Inspections department, will present both agenda items.

Board rules of procedure

The board will also consider adopting new Rules of Procedure,  proposed to benefit Spring Lake meetings by promoting transparency, efficiency, public participation and accountability, according to agenda materials. 

The 20-page Rules of Procedure document outlines how the board operates, including meeting conduct and decision-making. The rules include details on how or why to make a motion or how to adopt ordinances.

The board discussed the rules of procedure previously in November and had asked Town Clerk Carly Autry to make changes to the draft before its adoption. Those changes included adding an agenda for aldermen to review prior to closed sessions.

Other items on the agenda include a presentation on human trafficking awareness from Faith Boehmer, the prevention and volunteer coordinator from the Child Advocacy Center in Fayetteville.

Mayor Kia Anthony plans to read proclamations for January’s National Human Trafficking Awareness month and Martin Luther King Jr. Day.

The board also plans to go into closed session citing N.C. general statutes for attorney-client privilege and personnel matters.
